位于洛江区中北部的马甲镇，坐拥“山水校园”(仙公山、惠女水库、仰恩大学、海丝野生动物园)特色资源，近年来，按照“党建引领、工贸带动、生态优先、文旅融合”的发展思路，整镇连片推进乡村振兴。

近日，由市农业农村局组织的“乡村振兴泉州观察团”第十三站走进马甲镇，看该镇如何培育新产业、新业态，推进文旅资源“串珠成链”，探索乡村“生态底色”共富之路。

从花卉产业到文化IP  “无中生有” 昔日扶贫村走出“致富花路”

距离马甲镇永安村的蝴蝶兰种植基地不远处，是永安村去年新打造的“飞碟乐园”，随处可见蝴蝶造型的装饰，飞碟营地、无动力乐园、蝶形沙坑、蝴蝶秋千、生态科普长廊等游乐设施，吸引许多群众和游客前来游玩。

“飞碟乐园免费开放，除了水吧和烧烤摊位对外承包经营，允许村民参与夜市经营，售卖特色小吃、土特产等。”永安村党支部书记杜振忠介绍道，永安村还结合蝴蝶兰产业，推出“多彩福蝶”研学体验项目，为中小学生提供“花卉研学+露营基地”研学方案，着力打造“蝶村”游亮点。

十年前，永安村还是市级重点扶贫开发村，而今已是省级乡村振兴实绩突出村，一切变化，从引进蝴蝶兰种植企业、发展生态经济开始。

杜振忠说，永安村按照“公司+合作社+农户”模式，建设集蝴蝶兰生产、展示、销售于一体的花卉产业示范基地，成为强村富民的支柱产业，去年，全村产业产值达800万元，村集体经济收入首次突破百万元。与此同时，推出蝴蝶兰读书会、蝴蝶兰文化节等一系列主题文化活动，逐步形成“蝶村”文化IP。

“永安村发展乡村游已然成型，方兴未艾，可借助省市发展文旅经济的契机，进一步打响‘蝶村永安’品牌，为马甲发展全域旅游贡献拿得出手的亮点。”华侨大学旅游学院副院长张慧表示。

从学生街到电商产业园  搭建平台 引导青年学生就近创业就业

在洋坑村“党建+”邻里中心，村党支部书记李连成带着观察团来到刚建成的乡村振兴青创梦工厂。

现代工业风格的装修让人眼前一亮，青年创业孵化平台、仰恩大学青春创业社工作间、马甲镇农产品展示中心、共享直播间等功能区，为仰恩大学学生等青年创业者提供了“电商创业+乡村振兴”的实践空间。

在马甲镇农产品展示中心，洛江区农水局三级主任科员王鸿章特别介绍了天花板上的洛江区农产品特产地图，虹山红心地瓜、罗溪后溪绿豆汤、马甲蝴蝶兰、双阳印尼千层糕等多种农特产品一览无余。“年轻人可以在直播间带货，也可以走进马甲镇农产品展示中心现场直播，边介绍产品，边推销洛江特产。”

市农业农村局四级调研员曾建国建议：“展示中心可以结合‘泉州乡村好货馆’建设，为直播提供更多优质货源，助力泉州特色农产品销售。”

距离乡村振兴青创梦工厂不远处，就是洋坑村正在建设的电商产业园。

近年来，凭借紧邻仰恩大学，周边各类快递站点较多，交通、食宿等条件较为便利等优势，洋坑村盘活学生街的闲置楼房，建设电商产业园。

“目前产业园一期有7家电商企业入驻办公，二期项目完成装修正在招租。村里还通过出租、资产入股等多种合作方式完善健身、食堂、娱乐场所等配套。”李连成表示，所有商户入驻后，预计一年可增加村财收入40万元，提供就业岗位800个。

乡村振兴示范线扩容提质  串点成线 促进沿线村文旅产业抱团发展

马甲镇梅岭村骐骥驿站，紧挨着惠女水库，红黄蓝三色的集装箱打造的休闲空间，在草地上格外醒目。驿站外，是绕惠女水库而建的康养自行车道，长8.9公里。

“这是洛江区大中型水库移民后扶项目，也是市级乡村振兴示范线‘骐骥绿道’项目之一，目前我们正在与第三方接洽，希望通过招商运营，培育生态康养旅游新业态，更好地惠及沿线村和水库移民。”马甲镇副镇长肖居祎说。

今年马甲镇市级乡村振兴示范线“骐骥绿道”正在进行扩容提质，沿线6个村策划生成18个项目，全面提升沿线人居环境和村庄风貌，通过串联梦马庄园、学生街、露营地、蝴蝶兰庄园等产业项目，促进沿线村文旅产业抱团发展。同时推进串联马甲、潘内、蔡内、前垵、新民等5个村的示范线“骐骥福道”建设，与“骐骥绿道”相连，推动更大范围连片振兴。

泉州师院商学院副院长颜双波表示，目前马甲文旅项目小而散，要发挥仙公山风景区龙头辐射带动作用，统筹各村资源，谋划精品线路，融入洛江文旅发展大局，借力世遗文旅热度，提升乡村旅游人气，做活生态经济。
